The word Topic at the top just gives the name of the column. Each column has a title

If you mark a post as an Announcement it will stay at the top all the time until you unmark it.

When creating a new topic, admins have the ability to create Announcements and Stickies at the bottom of the Posting window:
I have installed a couple of MODs that allow us to turn a topic into an Announcement, Sticky, or Normal topic by clicking on an icon at the bottom of the page. That is not standard phpBB functionality though so you would only see that if you are logged in as admin and have the MODs installed...
Still you can create your own Announcements and Stickies as an admin whenever you create a new Topic. You just have to remember to set the Announcements and Stickies bullets before submitting the topic. Otherwise, you can edit it and fix it later...

You can create Announcements and Stickies without adding any MODs. That is default functionality that comes with every phpBB install. If you have a topic that you want to make into a sticky or announcement after the fact, you can either edit the initial topic post and change it, or if you have the Announcement and Stickies MOD that I mentioned above, you can simply go to the bottom of the topic and change it's status accordingly...
