I was just looking around, I heard there was a list of emails posted today with tens of thousands of emails. It was on cnn and google news.

On Monday, the Neowin technology blog posted a story saying that an anonymous user on Oct. 1 had uploaded a list with password details of more than 10,000 Hotmail accounts to a Web site called pastebin.com, where developers typically share programming code with each other. Neowin said it had seen part of the list, which has since been removed, and notified Microsoft of the issue.

They would probably do it anyway even if it was illegal. They are scumbags. I mentioned "web" in twitter wefollow and i get swamped with friends that spam. I enjoy removing them as fast as they come.

I think I've been aware of blocks of addresses (used to be snail mail, now email) being for sale as far back as I can remember.
