I believe that is the Welcome Panel On Index MOD. I believe the version installed here in RCF is 1.1.1, but there is a newer version. I uploaded 2.0.1 to our server. I don't know if it's the latest version or not though...

The problem is with the MOD. The MOD author added a / in front of every file that it opened. So EM didn't modify any files. After correcting this, then there are conflicts between the MOD script and your index_body.tpl file code that need to be resolved. I'm trying to figure out the best way to do that right now...
