No, it doesn't need to be web based. It can contain all the account information so that no matter which PC you go to, it would act as though you have an account to your ISP server already set up, which would allow you to receive and send your email from any PC. Email accounts are not tied to a specific PC so there is no reason why you can't receive your email on any PC...
