I save my originals as tiff. They are compressed but still much better quality than jpeg. I only use jpeg for the web or my CP store. There are a lot of factors than affect quality, like dpi, the dimensions and number of copies.

I like to keep my original tiffs at 300 dpi, about 8x10" print size. For the web I drop to 72 dpi jpegs and instead of 10" 3000 pixels wide, I go with 1000 pixes wide max and I always optimize these to 80% or less, usually 60% optimized for jpegs or less. Gif format doesn't need optimized because it uses less colors and sometimes it has better quality and other times jpegs are a must, like with photos.

So its like 300 dpi tiff at 3000 px wide for originals Vs 72 dpi 1000 px for jpegs. If I took the tiff and lowered the dpi to 72, what your monitor is limited to, it would be much larger than 3000 px, it would be over 10,000 px wide.

I tried sending compressed tif format to cafe press with dialup and it took over an hour, where jpeg took 15 minutes. Now everything I send is almost instant with broadband. If I left the tiff uncompressed it would taken about 24 hours to send. I only use uincompressed tiffs for certain photographs of people or anything I spend a lot of time on. These can blown up to billboard size and still hold quality.

Once you compress the jpeg image, you can't get it back, those programs are only guessing.

Gee, you know all that .... I'm at sea when it comes to something like that. I have to use the trial and error to get what I want size wise. I've scanned some old pictures and saved them in .tiff format hoping to print them out about 8x10. I've had some sucess but not much.

Another thing I don't understand is sometimes I get pictures from people in email and they are so huge I can only view about 1/4 or less of the picture and have to scroll up and down, and right to left to see it all. Why are they so huge?

Why are some so huge, because they leave them full size from camera and don't down size for the web.

Your moniter and TV are about 1100 pixels wide, most cameras get images from 1500 to 3000 pixels wide. All of those require scrolling sidways.

Your moniter is 72 dpi max, anything else you can't see the difference except when you print it.

When you scan photos, set it at 300 dpi. 600 dpi is just too big and takes too much space/memory.

If your image is 8x10 at 300 dpi, you can drop it down to 72 dpi and enlarge the print size to about 36" x 40" - if you have a printer that big.

If you leave your art work as photoshop format, it is a vector and you can resize and won't matter. But, if you add an image to it you can't, so keep the image for last to add in.
