Normally when you see this error, the only way to fix it is to contact your Host and get them to reset your Database server. Unless you have changed the config.php file settings, then this is a problem only your Host can fix...
Edit: It looks like things are back to normal now...

So you are running a truly international site. That's neat that people from all over the world can get together in a peaceful and welcoming environment. If there were more sites like that, I'm sure that the world would be a much better place...
