You can customize just about everything in Opera.  This is what I have on my icon menu bar:



The way I have it set up now, I can use it to do a Google search, compare prices for things I want to buy on the Internet, and translate a foreign language to English.  To customize it to meet your needs, this is what you would want to do.  Right-Click on any panel and choose Customize:



Click on the Buttons tab in the Appearance dialogue:



You can drag and drop anything you find here.  If you want the Google bar, you can click on the Search option in the left window, then drag and drop the Google Search option to just about any panel in Opera:

If you don't like tabs, I believe you can set it to work like there are no tabs.  Just click on Preferences:



Then go to the Advanced tab:



Under Browsing in the left window, click on Reuse existing page and turn off the Open new page next to active:



That will probably make it act like the old IE.  Since I like and heavily use the tabs, I can't imagine going without that functionality:
