One more suggestion for vector graphics programs -- Xara X. The latest version is Xara Xtreme. It's from Xara, Ltd., a developer/company in England. The price is reasonable, I think around $80-90 or so, and the program is quite intuitive. You can apply any effect on the vector image (in PSP, you have to convert a vector layer to raster before appying an effect), and it handles raster images pretty well, too. It's faster than Photoshop or Illustrator. I use it some, when PSP can't do the vector graphic as I want. Xara can also make animated GIF files.
