Which items of my computer and periphals need surge protection?  Modem, Printer, Scanner?  I know that my telephone line needs protection.

You should plug anything that you don't want to replace if there is an electrical spike that would burn out all unprotected appliances.  In a place like the lightning capital of the world, we tend to put everything on surge protectors.  You would also plug your telelphone line going to and from your telephone and modem into it.  Some even come with cable protection as well...

If you also have a battery included on your surge protector, I would only put the monitor and PC on it and perhaps your modem if it is an external modem.  The idea of the backup battery power is to allow you enough time to save any work and close down before you run out of power.  You don't need continuous power running to your printer or scanner unless you need to do that before you lose all power...
