I'm not going to do this until I get a yes or no.... 
Can I delete all my old files from a site and upload fresh new ones but keep the old config.php file in place and it be starting from the beginning again? |

I might do that then, although I only have a few mods a few are pretty big. I think it'll be quicker for me to install them again than to go through and check them bit by bit. |

I don't think it will be quicker  it would be a lot of messing about I would have thought. You'd lose or your posts, members etc unless of course you manually imported data here and there where needed but that would take forever too.
What was the last mod you installed Karen...? |

If you delete the install and contrib folder and use the old config.php file, you won't lose any data. You can start with a clean slate without having to worry about your data. Now if you mistakenly try to run the included install file, then you will lose all of your data. So the first thing you want to do after uploading your clean phpBB files is to delete the contrib and install folders so that there is no chance of messing up...
