ok, I looked at the cash mod install file, and I think they have it a little wrong there, unless I am not seeing it right. What happened was they say if you have installed via easyMOD that this file should be located in that directory, but if you look at the copy statements in the mod install file, they never did create a copy for the sql_install.php file. What that means is this file you are trying to run is not on your server anywhere.
This is what I would suggest to do. Open up your FTP program, and drag the sql_install.php file into your root directory. The same place you will find the cash.php and config.php file. Once there go to your forum, make sure you signed in as admin, then run this in your browser, and it should run the file for you.

Once you have ran the install file, immediately go to your FTP program and delete the sql_install.php file from your server.
