How do I get Links to appear before FAQ ??

I know this can be done in template/SubSilver/overall_header.tpl but not sure where to edit

If you notice on the Hompage the Link is way out at the moment  Brick wall

Now it is not there because you have replied it. But when it was 2 posts so there was X button on 2nd post which I can delete and I tried too but it says something like You cannot delete your own post like that message  dontknow
