You can create a shortcut for it and place it on your Desktop and/or Toolbar, or anywhere else you choose. To create a Shortcut of the Character Map for your Desktop, simply go to it in the normal way through System Tools, but instead of selecting Character Map like you usually do, right-click on it with your mouse and choose Send To/Desktop (Create Shortcut)...
If that option isn't available, then you will have to do it in two steps. You would first go in like you normally do, but instead of clicking on Character Map, you will choose, Create Shortcut...
Then you will need to go back into System Tools, find the new shortcut and drag and drop it to your Desktop...
I like to put the Shortcut on a Toolbar too so I don't have to go to the Desktop to launch a program. Everything I need is always at the bottom of the screen at easy reach. You can drag your new Desktop icon for the Character Map to your Quick Launch Toolbar, or you can do as I do and create different Toolbars for specific types of programs. If you don't know how to do this, I can walk you through it as well...
