There has to be at least one template installed or you wouldn't even be able to get into the ACP. The subSilver template is installed by default...

The items on this list have not yet been installed into the phpBB database.
To install a theme, simply click the install link beside an entry. |

These are the templates that aren't installed yet. But to even be able to view them, you would have to have at least one template installed already. The templates in this list have yet to be installed and it appears that Hoggie planned to add them at one time but never got around to it. Or perhaps they were installed and he uninstalled them. You should ask him about the history of those uninstalled templates...
